Sheffield Wednesday Faces Serious Challenges, Declares New Football Authority

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The team's current difficulties are seen as a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in similar circumstances, the recently named head David Kogan has announced.

During an extensive discussion, Kogan, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four supporter groups connected to the football team in recent days.

The team have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the iconic names for the English game and this week we have met fan representatives.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they require examination and dealt with."

Monetary Issues and Ownership Situation

Wednesday's embattled owner the current owner indicated in the summer he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in March and May led to sanctions by the football authorities in summer, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although the ban was rescinded in late summer.

Authority's Position

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where fans are dedicated to a community organization that has been part of their lives in numerous instances.

"I fully appreciate the club's situation, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the fans themselves."

Inquired if the authority might compel an owner to sell a club if they are considered unfit, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without being able to work with that chairman to fix the challenges confronting the team and the owner's facing," the regulator explained.

"However, realistically, when you examine the past of the sport, over the recent generations there have been particular chairmen, a small minority, but particular people who have shown negligence in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish rapidly," the chairman stated.

"And that's what nobody wants in the context of the English game is a major achievement - we need to continue the progress.

"There's an enormous amount of money entering the sport and has been channeled for the past two decades, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I fully support the achievement and development as an economic entity of the top division.

"As someone who appreciates the concern of undermining the Premier League as a premium product of the nation. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the political party in the past.

The chairman provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any sort of politics."
